The Pentagon has affirmed this Tuesday that Russia has moved "a small number" of units in the last day in the vicinity of Kiev and ruled out that it is "a real withdrawal" , since it maintains "the vast majority" of its troops there. 

"We believe this is a relocation, not a real withdrawal, and we should all be prepared to see a major offensive against other parts of Ukraine," Defense Department spokesman John Kirby told a news conference. 

Kirby noted that "no one should be fooled by the Kremlin's recent claim that it will suddenly reduce military strikes against Kiev or any other information that it is going to withdraw all of its forces ."
