The author has hit the nail squarely on its head: HDB dwellers do not own their flats. They are merely renting their homes for the long-term by paying the total amount of rental for 99 years in 1 lump sum, when the keys are handed over by their landlord, the HDB. As such, genuine home ownership is confined to less than 20% of S'poreans.

Wake up, S'poreans! Housing Board flats are subsidised by the Govt, so they are community properties sold under lease agreements that contain an assortment of rights that fall short of full ownership. Unlike owners of leasehold condos, HDB dwellers are not permitted to use even their fully paid-up flats as collateral to banks, to raise credit facilities for private loans. HDB also refers to flat owners as tenants, and those who rent from the owners as sub-tenants.
