Usdt is USD based. Luna and terra was algorithm based stablecoin.

Just my hunch that it's related to shoring up USD global reserve position. Cos when stock market is affected, traditionally people run to USD. But with crypto, it may dethrone USD, hence no better time to launch an attack on crypto currencies.
