This is how Rasmus Dahlberg, associate professor at the Norwegian Defense Academy and researcher in disaster science, describes the explosion of the Ukrainian dam Nova Kakhovka.

He points out that the development means that the civilian population and security of supply are actively involved as weapons.

"It is very effective as a military strategic tool to create floods by blowing up dams, and it has been a military trick since the dawn of time," he says to Ritzau.
