come this Standard , we all know civil servants need to input 3 quote from 3 companies.
for what I know " a lot Directors, managers are LAZY , they always give the SAME company get the tender " partly save time to so call get these sub con suit Their working culture. Those used to do before , they already know how the working culture inside thus these civil servants save their time so call " guide them "
