If you said will reveal later on, what if you've already spent much time and effort trying to get the job and only fail because you couldn't reach an agreement about the salary at the end?
Of course, it's actually better than the govt mandate that companies cannot ask for your last salary. And why should they? You should be hired based on what role of the new job, not based on last salary.
