Why the Town Council Officer can give such instruction - to throw the dead pet dog into the rubbish compactor. It's not a stray dog. It's a dog with a collar with name and contact no. on it. The owner should have been contacted. Poor doggie.

Inform SPCA. SPCA will carry out an investigation as to how the dog died - was there cruelty or negligence involved and decide the appropriate action to take on the disposable of the dead dog.
It is regrettable how man's best and loyal friend are treated in such manner - thrown into rubbish chutes like trash when they passed on.
