Why Singapore needed massive global advertising campaigns for past years?

I saw something similar being used during a big event here — a billboard truck driving around with bright screens showing tourism ads about Singapore. It actually grabbed a lot of attention, especially near Orchard Road. So I guess campaigns like that aren't just for show; they aim to catch eyeballs fast and in places with heavy foot traffic.

Clearly, Singapore is over paying big money overall even  advertising Nitty Gritty promotion ..
