Underground shelters are being developed overseas, and are used by many civilians in wartime Ukraine and Gaza, the Palestinian autonomous region. The government also plans to proceed with the construction of shelters, keeping in mind the successive missile launches by North Korea and preparations for emergencies in Taiwan.
