This is so common lar. When I start to go into Msia many years ago already got such practices going on. Last time Larkin bus terminal is a place with so many ticket touts and very rough place. Not advisable to stay once sky become dark. Now much better waiting area got air-con can blow until bus reach the platform. Last time if bus parked at the other side you need to cut across the bus roads with young toddlers in tow!!!! Msia boleh ah!

Their touch-and-go card machine is also always out of stock. Even when the staff arrives, if you ask them, they will say they are doing maintenance. But you can get it from someone near there (at a much higher price). Why are they doing maintenance when there are no cards to be issued from the machine?
