Most foreign patients have voted with their feet, and more Singaporeans are following suit by seeking cheaper treatment in Malaysia, Thailand and even India. The heightened competition among private hospitals here should have brought overall prices down in the medium to long term, but Singapore has instead priced itself out of the regional healthcare market owing to overcharging.

Escalating healthcare cost appears to be inevitable. However, it is not just errant doctors who are responsible. As long as healthcare is a business and private hospitals are run by publicly listed companies that are responsible to shareholders, charges will continue to rise. Private hospitals charge exorbitant prices for specialists to rent clinics in their medical centres and use the operating theatres and other facilities. These are inevitably passed onto their patients.

Overcharging is rampant in private hospitals. Some inpatient summary bills use terms such as "ward fees", "nursing fees" and "miscellaneous fees" for the same service rendered. That is why patients must insist on a detailed bill upon discharge, and scrutinise it carefully; hidden charges that are not obvious to laymen are routinely embedded.

The reason Singapore does not have a similar coordinating govt body overseeing medical tourists like in Malaysia, is because Singapore Medicine (under the Singapore Tourism Board) which was previously promoting this initiative, had to handle too many claims of overcharging by private healthcare chains. This tarnished our reputation as a regional medical hub.
