The meaning of the Chinese idiom "上梁不正下梁弯" is when the upper beam is not straight, the lower beams will be crooked as well. When the country's leadership only appears to be acting with integrity, then the public servants under them will follow their example by acting unethically. There is no substitute for good governance and moral character at the top. Otherwise, maintaining conduct that is above board is not possible for the lower rungs.
