US debts market has a lot of sellers but little buyers, how?

The big seller is Japan. It is selling so as to support Japanese Yen as Japan Yen is dropping more than 30% since a year ago.  

Japan is redeeming US treasurer bond so as to use US$ to buy Yen and to support Yen exchange rate.
