Old HDB flats will have this problem. HDB flats built 10 years ago will have aircon ledge so will not have such issue.

New BTO flat also got problem is people throw things down u don't pinpoint which level fast partly now BTO flat is high min at least 40 storey.
Old HDB flat , if you faster look up can see roughly which floor people throw things down as min 10 storey or 25 storey.
