The first few lines says "this agreement is Concerning Cooperation in the Area of Prevention of Proliferation of Technology .....that could be used in the Development of Biological Weapons". In simple English words, it explains that the USA was trying to stop Ukraine from using the technology etc to create Biological Weapons. This is a good and respectable move of the US.

Ukraine must have a few such biolabs inherited from the Soviets that are capable to produce bio-weapon. When US knew about it, it tried to stop Ukraine from using them to produce bio-weapon. The situation should be the same as Ukraine having the nuclear war heads in Ukraine.
