In the first place Rus deployed less army than Ukr therefore it is never its intention to take over Ukr
Clearly the two Iraq wars, Afghan war, Yugoslavia war NATO is twice to its enemy. 
In order to invade Ukr, Rus must deploy at 400K initially, that is not the case.
