Ukrainian President Zelenskyy has accused the UN Security Council of failing. He called for an immediate war crimes trial against Moscow. In front of the Spanish parliament, he called on Europe to stand up to Russia.

In a video address to the UN Security Council in New York, Ukrainian President Volodymyr Zelenskyy demanded that Russia be immediately held accountable for the atrocities committed against residents of the city of Bucha. "Unfortunately, Butscha is just one of many examples of what the occupiers did," Zelensky said.

Russian officials have said that the focus of its forces is now the "complete liberation" of the Donbas.

The Donbas broadly refers to Ukraine's eastern regions of Donetsk and Luhansk, where Russian-backed separatists held significant territory before Russia's invasion.

The UK's Ministry of Defence says Russian forces are consolidating and reorganising as they refocus on the region. They are also reported to be moving mercenaries to the area from private military company Wagner, which has links to the Russian state.

Russian troops advancing through Izyum are preparing for an attack on Slovyansk, according to the ISW.

Efforts to capture Slovyansk "will likely prove to be the next pivotal battle of the war", they say. From Slovyansk, Russian units may attempt to link up with other Russian troops to encircle Ukrainian forces in the Donbas

Addressing the Russian claim that the images from Bucha were faked, Ms. Throssell explained that human rights investigators followed painstaking forensic procedures, to ensure the veracity of any video or photographs emerging from scenes of possible war crimes.

“It’s looking to get the name of the civilian casualty, the date if possible of when the person died, and how they died and that might help with the attribution of who might have killed them,” she said, adding that no determination had yet been made about whether a war crime had been committed.

Justice ‘takes time’
“We are not saying that this specific incident is a war crime, we can’t establish that yet, that is why there needs to be detailed forensic examination…Justice and accountability take time; what is important is that this work is undertaken and continues to ensure accountability going forward.”
