if car can be taken off road after 10-20 years, houses can be tear down and rebuild as well.


people want to have a new house for their new start in life after marriage.
the key is to buy back, teardown older hdb to provide a constant stream of hdb supply,
stop thinking of it as a capital items that last a few centuries.

60 years might long enough. lease still 99 years. so if buy back to rebuild around 60 years it will also remove the problem of lease use until end zero value which is more problem .
the cost is one of rebuilding. some of the material (stone, iron especially) can recover and reuse. or send to use as material to fill up the wall from raising sea level.
