How come TSMC got support from US govt doesn't make it a govt-controlled company whereas US is accusing Huawei of being one?

If China is not aggressive wanting to “conquer” Taiwan, US will not have the Arizona TSMC plant. TSMC eyed China like many others. It set up the first and only plant in Nanjing in 2016. Trump was named to be the man who got TSMC to made the move. TSMC was more concern about the construction and operating cost in the US.
