Actually when they shoot at the man, it is not possible to know there was someone behind the wall at the back.
However the question j have is this.
Is it necessary to shoot the man with a rifle for beating up the woman with his hands?
By the time they got there the man was separated from the woman and look like hiding or running from the police? I don't see him pointing any weapon ....
Why did the police shoot the man?
1min into the video, you see the police just point and shoot at the suspect. But the suspect was at a distance and not armed.

That's my question too after I viewed the video. The man is quite far away from the victim when the police shot him. I don't understand why the police shot him especially when he is not carrying a gun.

The police shot because the call to the police said the aggressor was armed. Also, the bike lock did look like a firearm.

I think the 'armed' here meant armed with a weapon. Not necessarily a gun. But given the pervasiveness of guns there, I guess they could have assumed that it was a gun.

Armed does not equal fire arm. Even if suspect had a gun in US he is allowed to carry gun...and he did not draw the gun.
It turned out he had a lock or some kind when the search him.
But you look at the video, the police just when and executed the man without hesitation . No warning shot, no sighting of gun ...
For a we know it could be a domestic dispute between him and his girlfriend.
