One sided story.  Who to pay depend on labour laws and the terms of employment.  In US and some States,  some staff r required to pay for off-site training.  They should know

I don't think the article is "siding" with anything. It is quite a neutral report reporting that these TRAPs (Training Repayment Agreement Provision) are now under the scrutiny of lawmakers and regulators. Consumer Financial Protection Bureau (CFPB) is looking into it. The report also states that the National Federation of Independent Business is against CFPB looking into it as it thinks TRAPs are out of CFPB's jurisdiction.
