If the speaker cannot be impartial , ie he forms subjective opinions and acts on it and even Vocalize it!
He should not be speaker ( he cannot be expected to be impartial)
If the House cannot ensure that its commitment for the need for the Speaker of Parliament to be independent and impartial, and for Parliament to be a fair arena for all. Then perhaps the head of house should step down.

Let me ask a simple question when has PAP been impartial?
They .modify election system to GRC to favor themselves to be able to parachute candidates and redraw boundaries to help themselves win.
They changed the Presidential election rules to favor their own party member as new rules eliminated rivals like Tan Cheng Bok.
They go and control the media now putting their member Khaw Boon wan in charge of SPH ...the articles are always bias in their favor.
Don't expect the PAP to be impartial.
