He will confirm withdraw as per his initial plan which he has already hinted to avoid further splitting the votes.
He has already mentioned in the beginning, that joining this race is part of a contingency plan to ensure citizens get to vote in the PE with a non-establishment candidate.
Once a truly independent and credible candidate like George Goh receives the certificate of eligibility, it's pointless for him to continue anymore as he receives the lowest vote share in last PE so when this time comes, it is logical for him to withdraw to provide maximum votes to George Goh.
However, if George Goh fails to be certified, then he becomes the sole non-establishment candidate to carry the torch.

Nope. Writ is just for PM to officiate start of the PE race to tentatively set the nomination and polling date as there is more than one candidate who applied for eligibility. Actual certificate of eligibility will only be issued from now til nomination day. Like last PE, the writ was also issued but in the end right before nomination day, all other Malay candidates tio disqualified except PCB Halimah, LOL.

Not yet apply. First must get COE ie certificate of eligibility, then decide whether to submit the application after they obtain the COE during nomination day

Correct and as mentioned, both GG and TKL will likely tio fixed and not obtain the COE before nomination day.
And as HC already hinted, in the end will be left Cock Song vs Tharman.
The assessment criteria under private sector deliberative track is highly shrouded in secrecy which only the Presidential Elections Committee (PEC) will know.
Even when they announced the results to the public in the last PE, the PEC will not indicate the reasons behind unless the candidate reveals himself.

The 63-year-old former Speaker of Parliament was the only presidential hopeful to be issued a certificate of eligibility by the Presidential Elections Committee.
Marine services firm chairman Farid Khan, 61, and property company chief executive Salleh Marican, 67, have been informed they did not qualify to contest the election.
