China has for the first time given the US a list of red lines and remedial action it must take to repair relations, including lifting sanctions and dropping its extradition request for Huawei financial chief Meng Wanzhou.

Chinese foreign vice-minister Xie Feng told US deputy secretary of state Wendy Sherman on Monday morning that US-China relations had reached a “stalemate” and faced “serious consequences”, according to a Chinese foreign ministry statement.

“The foundational reason is that some people in the US are treating China as an ‘imagined enemy’,” it quoted Xie as saying.

Chinese Vice Foreign Minister Xie Feng says relations with the US are in stalemate. He gave the assessment during talks this morning with his American counterpart, Deputy Secretary of State Wendy Sherman. Xie blamed faltering ties on some in the US treating China as an "imagined enemy". Sherman is in the city of Tianjin, on a two-day visit. She is also meeting with Foreign Minister Wang Yi today. Wendy Sherman is the highest level American official to visit China since President Joe Biden took office.

          中国外交部的声明提到谢锋，他才是舍曼的主谈对象。王毅只是礼节性接见她。

In a meeting with US’s No 2 diplomat on Monday, China’s Vice Foreign Minister Xie Feng urged Washington “to change its highly misguided mindset and dangerous policy,” according to the official Xinhua News Agency.

“US-China relations are in a standstill and face serious difficulties,” Xinhua quoted Xie as telling US Deputy Secretary of State Wendy Sherman.

“The United States wants to reignite the sense of national purpose by establishing China as an ‘imaginary enemy’.”

谢锋也说，在中方关切的重点个案清单里，中方主要就中国部分留学生赴美签证遭拒，中国公民在美遭受不公正待遇，美不法分子滋扰、冲撞中国驻美使领馆，美国国内仇亚、反华情绪滋长，中国公民遭暴力袭击等个案，向美方表达严重关切，要求美方尽快解决，切实尊重、保护中国公民和机构在美的合法权益。

China lists issues of concern to US, demands lifting sanctions and revoking Meng Wanzhou's extradition

China has delivered two lists of major concerns to the US during Vice Foreign Minister Xie Feng's meeting with US Deputy Secretary of State Wendy Sherman on Monday, including urging the US to lift sanctions and visa restrictions targeted at Chinese officials and entities, and withdraw Meng Wanzhou's extradition.

In the lists, China asked the US to unconditionally lift visa restrictions on members of the Communist Party of China (CPC) and their families, as well as on Chinese students and stop suppressing Chinese companies and hindering the development of the Confucius Institutes, Xie told the media after the meeting.

The US should stop labeling Chinese media as ''foreign missions'' and revoke the extradition of Meng Wanzhou, he said.

Xie met with the US envoy in North China's Tianjin Municipality on Monday morning amid increasingly tense bilateral ties fueled recently by the US' moves of imposing sanctions on several Chinese officials over Hong Kong and its groundless accusation that China is engaging in cyberattacks.

During the meeting with Sherman, Xie said that the fundamental reason for the deadlock in China-US relations is that some in the US always see China as an "imaginary enemy." He urged the US to change its misguided mindset toward China and its extremely risky China policy.
