A manager is a specialist in his field 

If you are a HR manager, you manage the department to ensure that work is done efficiently while optmising resources at your disposal. You ensure that the company complies with MOM.

If you are a Finance Manager, it's the same. In this case you are to see to it that the accounts pass external audit and the company complies with the law.

The same goes for IT manager, Procurement Manager etc 

How well you can manage your turf, your area of expertises or specialisation to meet the overall organisation's objective determines if you are a good manager or not.

when you face crisis and need people to work overtime and weekend, no one will support you when you do not lead by example and ask others to do overtime and weekend
