The govt borrows money from the CPF board and then passes it to T and G to invest.

You are right but think about it...the relationship between govt and people becomes creditor and debtor.
No other govt in the world has a hold on so much of ordinary citizen's money on which they impose rules and lockup....
At the end of the day what purpose does it serve when so many people cannot afford to retire
