They like to set startups in Singapore because there are no red tapes here and no need to pay all kinds of under table corrupt money to authorities. These are the things that a budding entrepreneur in India has to face to set startups there. 
Even small fries must look after with money or else your office will be having power blackouts, parking lots under repairs or roads to your office close for maintenance making it impossible for the entrepreneur to work smoothly. That's the real picture of that country. ....
