Why Korean, Japanese & Chinese forego 13 years Rig projects rather than bribing Brazilian officials?

Least Corrupt Countries; Korea, Japan and China are ranked much lower than Singapore yet, their officials are more  
ethical.  

Their business practices seemed more honest and cleaner than others.

Could be their Anti Corruption Act more stringent and punishment more severe.
