Noticing that she was a slower learner, the man targeted her and often asked for permission from her guardian to take her on outings or get her help with volunteer work
He would then take her to his office to sexually assault her
He was caught in the act by the chairman of the Residents' Network
The 64-year-old Singaporean was sentenced to 17 years' jail and an additional 12 months' jail in lieu of caning as he is past the age of 50"

PA objective does not stipulate they have a team of clinicians and practitioners to provide professional service for intellectual disabled people.

Instead of enrolling this girl as a member, PA should have referred the minor to healthcare services.

The parents of this girl should seek legal advice.

During the trial, Judge says, "the girl has experienced inability to sleep, continuous bouts of crying, suicidal ideation and other forms of self-destructive behaviour."

Very Scary 😰 the sexual abuse went on for few years.

Warning, No parents should trust their children or leave them alone with public community service leaders. 

PA appointed the man worked as the sole manager of a Residents' Network under PA and was responsible for organising events to engage the residents and to assist families in-need.

Why was he working alone engaging the public without an assistant?

Even the office setup are questionable.

The law punished the criminal, ex PA manager 

But the law doesn't compensate the sexually abused victim.

Questions:
Why PA accepted intellectually disabled minor as member?

Why PA wasn't penalized for negligence to allow abuse unchecked for so long?

Why the judges did not advise the victim to sue PA?
