Actually the PE is a farce. The real power lies with the Council of Presidential Advisors (CPA).
Who appoints the members of the CPA?
8 Members
3 appointed at the discretion of the President
3 appointed by the President, upon nomination by the Prime Minister
1 appointed by the President, upon nomination by the Chief Justice
1 appointed by the President, upon nomination by the Chairman, Public Service Commission (PSC)
2 Alternate Members
1 appointed at the discretion of the President
1 appointed by the President on nomination by the Prime Minister, in consultation with the Chief Justice and Chairman, PSC
Only 4 out of 10 are appointed by the President. 6 appointed upon nomination by PM and people controlled by PM. So President controls 40% of CPA
If the President goes against the advice of the CPA and veto something, they can bring it up to parliament. With 2/3 major vote, parliament can counter veto the President. Parliament controlled by who?
The President is a toothless tiger.
