Why this type of bird never visit hawker centre or FC?

I saw few clever mynahs at tray collection area waiting for their special food home delivery from diners. Last time need to go out in search for food.

After the National Environment Agency (NEA) implement tray return, notice :

1) Birds waiting at tray collection area for free food delivery.

2) Didn't see cats moving around my legs under tables for food.

3) Cleaners all disappeared.
