Will cooling measures lead to a property chill in Singapore?

If cooling the market is the ultimate aim (instead of pocketing lucrative stamp duties), just change the rules that allow only ownership of properties to:

1. Singaporeans/PR can only own two residential properties. No ABSD.
2. Foreigners not allowed to own any

The rich people (local/foreign) will INVEST in (1) to buy properties. Make money go around the low income as well.

I guess there should be enough housing to go around locals and foreigners (tenants) to stay. And money will circulate. Smile
