If I remembered correctly, that block has a row of shops on the ground floor. Minimart (cheap prices), a zhichar restaurant etc.

Think used to have a bicycle shop. Maybe still around.

Did not see such rubbish next to the pavilion whenever I walked past there which is relatively often (only the east corner, not the west corner near the hawker centre. West corner is where the zhichar restaurant is) because the pavilion is behind the middle of the block where passerbys tend not to go.
