Why all women in the pictures? Foreigners have an advantage where they steal and then take a flight to run away. Maybe that is why SPF cannot find them in Singapore.

Toiletries and make-up (like everything else in S'pore) are expensive, but these women still want to look good, so they resort to shoplifting. Since there are so many CCTVs around, it's only a matter of time before these culprits are identified.
