No, 1947 resolution both are allowed to be independence. 
Isr however dishonor the resolution after invaded by Arabian states.

After the 1967 Arab–Israeli war another resolution is passed but then PLO disagreed till mid 70s
is Isr turn who disagree to return to talk as they are winning the wars.
