On the part about China, here is the joint statement

We are confronted by cyber, space, and hybrid and other asymmetric threats, and by the malicious use of emerging and disruptive technologies. We face systemic competition from those, including the People’s Republic of China, who challenge our interests, security, and values and seek to undermine the rules-based international order. Instability beyond our borders is also contributing to irregular migration and human trafficking.

The partners recognised that China is one of them, challenging their interests, security and values etc to undermine the international rules-based order. This is one very serious "accusation". China should demand that they provide evidence for making such a statement.

As for the decision reached, they never mentioned it is meant for which country but generally stated. Most are about setting up a joint defense system rather than the joint attacking system.

Are they doing all those ?   So far,  they supplied only defensive equipment to Ukraine; move after Russians started attacking but only soft actions which many said useless.  Did they made statement attacking Russia and China?  Joining together to set up joint defense also cannot?
