Main reason ish still the cost. Similar reason had been given by most younger generations from other major modern countries like Jipan, S Korea and Taiwan too. Too expensive to own a house, give birth and properly raising their kids. So most young couples rather not having kids at all or limit to only having 1.
There was a time when the country asked ordinary men to do extraordinary things.

But now, they'll only do it for money.
