Usually these turn out to be hardcore gangster when adult. Parents don't teach I guess the govt will help to teach

One wonders if this is due to nature or nurture.

If it is the latter, it means that he mixed with bad company.  So counselling and I dare say even religion can help as these would be good company that can offer hope of reversing his prior bad nurture.

But if it is nature, it means that his behaviour is hard wired in his DNA which means, as you said, 无药可救 (impossible to reform)
