Part of the problem is that Town Councils are afraid to take hard action on recalcitrant residents who clutter common corridors and create fire hazard for other residents. This issue is a hot potato & does not solve by itself. The opposite is true, as flats get older & clutter pile up.

Putting elected politicians to be in charge of Town Councils turn Members of Parliament into Estate Managers, which makes them directly responsible for & responsive of municipality issues.

But at the same time, puts them into direct conflict when it comes to enforcing municipal issues because no politician wants to antagonise voters

The older the Estate, the worse is the clutter in common corridors, staircase landings, lift lobbies, ground floor areas

There is too much reliance on civic mindedness. If people are naturally civic minded, we don't need traffic police, carpark attendants, social distance ambassadors. There's also over reliance on Residents Committees to solve problems created by offending residents as if municipal laws don't exist. The authorities seem hesitant to step 8n.

At some point in time, the law becomes toothless and residents just bear the suffering until either party move house
