But 15 years later, there is not a single mile of track laid, and executives involved say there isn’t enough money to finish the project.  Rotfl

Just see this video and you will understand why they are so slow. These buggers are using hammers to knock on steel rebars and tying them on site. How long they will need to make 500 miles of track? Comically unproductive. Nowadays, girders should be pre-fabbed in factories...much faster.
