No one knows exactly what is the PEC requirement. There are several possible scenarios.
Although NKS is a GCIO for GIC, but his responsibilities is sizeable because if GIC has restructure itself to another subsidiary or investment arm, NKS would easily have being designated CEO, handling $Billions of investment and shareholders equity.
So it is not entirely correct to say that because NKS's title is GCIO, he is still not a 'CEO'. His responsibilities at GIC as GCIO can easily surpass many company's CEO with shareholders equities above $500M.
This is a reasonable assessment and is the reason why HC seems to endorse him with all these considerations in mind.

Scenario 3: Tharman vs NKS only - then all must vote for NKS at all costs as the lesser evil. NKS is not a Gov-endorsed candidate, hence this will still set an unprecedented event for the presidency.
Plot twist scenario: Only Tharman is certified with the rest rejected by PEC with various CSB reasons. Then SG is doomed, LOL.
