I have some money in CPF OA account, around $230K
A)for cash application; DBS/POSB/OCBC/UOB and internet banking portal
B) through CPFIS-OA
If I go through the banks (transfer money from OA to banks), do the banks charge me for services ??

you have to open an CPFIS account with the bank first, with the account, just go to bank and tell them you want to buy T-bill using CPF. bank will charge you a few dollars.
not all the money in OA can be used under CPFIS for investment.

A. Cash & SRS
B. Currently you need to go physically to your agent bank. $3 charge per quarter 1st 20k in OA cannot use
