Indeed - Using the race-card to change the rule is in 2017 PE was obvious that  PAP saw TCB as a threat...That was why trying to get less-contentious ministers like GY to run for the "election". We see same tactic with Tharman...

Problem is Tharman may no longer be the safe "bet" for the Establishment given a string of unforeseen Ooops! from Rideout saga, Iswaran alleged corruptions and PAP members riding-each-other..
