MP Tan needs measurement to analyse under- employment clearly indicates his education is wasted on him. As long as the person cannot utilise his recent 10 years of skills in the same profession and is drawing a lower salary means he is under- employed. Dragging ILO into his inability as a Minister makes me laugh.

once they are registered, how can the govt help them ?
