Before that is a Malay Sultan discover SG but he don't know how to develop SG is Sir Raffles find SG is a good location for shipping industry so he make it a trading port. Develop it, become city. NOT LKY credit in fact. PAP always mislead like as if is LKY develop SG. in fact is Sir Raffles develop SG first, build roads, establish all the network here.
