Actually the real credit should go to major William Farquhar.

Raffles was hardly in Singapore most of the time.

Farquhar managed to attract traders, settlers and supplies to Singapore, and administered the settlement on a shoestring budget.

To raise revenue for the settlement, he took pragmatic measures such as allowing gambling dens and auctioning monopoly rights to sell opium and spirits.

Raffles later became jealous of his success and began sidelining him before booting him out.

Opium was first recorded in Singapore by a written document that recorded Stamford Raffles gifting opium to a local ruler in 1819 to establish Singapore.

Imho, Stamford raffles has been given far too much credit than what he actually deserved. History is always written by the victors, sad fact of life.

Smile Before that is a Malay Sultan discover SG but he don't know how to develop SG is Sir Raffles find SG is a good location for shipping industry so he make it a trading port. Develop it, become city. NOT LKY credit in fact. PAP always mislead like as if is LKY develop SG. in fact is Sir Raffles develop SG first, build roads, establish all the network here.

Sir Raffles is like LKY just use mouth tell his men do the work. William Farque is the one doing the backend works Just like during LKY become PM , is Goh behind doing the work backend. LKY just tell him think of an idea. Goh not just come out idea for Tourism also for other stuffs.
