Yes. Because he never bring his mother over to stay in Singapore or become PR before Covid.

you can go to any country but you must be prepared to be quarantined.
he can see his mother anytime, he just needs to be quarantined.
if he wanted to see his mother without quarantine. it was not possible last time.
