The CDC vouchers supposed to help neighbourhood shops for business but many those shops don't want it....must well allow us to use it at NTUC or Sheng Siong.

Usually, those hawkers with good biz would not bother to scan so they will not participate in this CDC thingy. But that's exactly what the govt wanted. They wanted to help those hawkers with "not so good" biz. My area got a few hawkers with good biz participating though, but that's rare compared to those that are not so popular.
