this should happen before increasing any water related price further. PUB may be jsut wasting a lot of money away by doing useless thing.
just look at the way they block up road in the name of safety (some really no increased just blindly block to cause drivers problem. their thinking is like over do ok. rest of road users has no voice. they die their problem. )

also water desalination need not be done on land. if one build a floating structure and park at sea level with deep enough sea water. use the pressure of sea water at deep enough level to do reverse osmosis.
really managing cost is a science. things like breaking up process and see which part cost what is the start to reduce cost. most important. put these up in a board to be visible to be monitor by public for improvement.
once it is visible the pressure will be on pub to reduce cost. not just spend and spend.

My friend who work in PUB is paid very well as a technician. He lives in landed, own condo and drives. After the pandemic still 2 days work from home. Their work from home style is to bring children out for lunch and shopping. Life is really good there.
