Full Version: Indonesia Takes Over Natuna's Airspace from Singapore

Jakarta - Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan stated that the International Civil Aviation Organisation (ICAO) had approved the proposal of flight information region (FIR) takeover from Singapore to Indonesia.

Luhut spoke of having received this report while undergoing health recovery in Singapore on January 11, 2024.


Furthermore, 60 days after the publication of information regarding these changes, the Indonesian airspace, which had earlier been designated as a Singapore FIR, completely returned as an Indonesian FIR.

With the official implementation of the transfer of the Singapore FIR to the Indonesian FIR, Luhut stated that the government's policy regarding aviation services will make Indonesia's air space safer, more competitive, and attractive for the civil aviation industry.

"We hope that the management of Indonesian air space that is safe, effective, in line with national interests, and meets international civil aviation service standards can be achieved," he remarked.

Apart from the FIR agreement, he noted that the defense cooperation and fugitive extradition agreement between Indonesia and Singapore were also implemented.

"This is important, considering that those issues are bilateral issues that have not been resolved between the two countries for a long time," he remarked.

Luhut stated that the diplomatic approach of Indonesian President Joko Widodo and Singaporean Prime Minister Lee Hsien Long facilitated the establishment of the agreement.
FIR is just a management of airspace under ICAO. 
Not a sovereignty issue.
The new FIR agreement will allow Indonesia to manage air traffic over Riau islands which was under SG air traffic duty since 1946.

SG will continue to manage air traffic over the South China Sea, including a part of FIR now under Indonesia in the airspace near Changi airport.

As long as it's safe for everybody.
In-charge of FIR is very costly affairs. $ millions annual budgets with expensive equipments. 
Singapore bearing it for decades. 
The responsibility is huge because so many airplanes coming in and out of Singapore
Means what? Outsourced as ruppiah expense?

The International Civil Aviation Organization (ICAO) appoints a civilian authority to manage the air space of each Flight Information Region (FIR). 
And this authority is designated as the Air Traffic Services (ATS) Authority. 

Now the role of the ATS Authority is to ensure safe and efficient flow of air traffic, mostly civilian, within its FIR. In this role, it does not act as a watchdog over disputed areas nor should that authority adopt a partisan role on behalf of any party or for itself.

Civilian aircraft must file flight plans when going through the FIR of an ATS Authority. 

However, State aircraft, which includes military aircraft, are not required to file flight plans under international law. 

This includes the Convention on International Civil Aviation. State aircraft are also not obliged to contact the ATS Authority so long as they fly with due regard for the safety of other aircraft.
