Is this due to bad MOE 20 years ago?

I remember many students will stand at MRT Stations every Saturday

asking for donation instead of using their hardwork to exchange for donations

It lasted for a few years until tourists voiced out to STB
I have absolutely no empathy for scammers or those who allow their bank accounts to be used to channel funds from fraud. Both should be punished so severely that they will never destroy the lives of the innocent again. I have friends who lost their hard earned life savings to scams. 
Jail and cane 20 strokes minimum

Laws shd be revamped. And scammers shd be rotan for scamming others hard earned money.

If the govt can sentence drug traffickers to death for destroying the lives of addicts, they can most certainly hand out life sentences to scammers/money mules for destroying the lives of S'poreans who lose their life savings.

Unfortunately, our laws are too lax in many areas. Even a victim who suffered serious injuries from attackers are only jailed less than 2 years. I even sighted one case whereby that uncle attacker who broke the skull of the Tanglin halt fish seller, are seen at a hawker ctr with a trail electronic detection sealed round his leg. He use a wooden pole with a nail attached to attack his victim. How can such violent attacker be let free to roam around? I was shocked to see him.

For all we know, Iswaran could be walking around his GCB with an electronic ankle tag.
